  A NOTE ON NATIONAL COUNCIL FOR VOCATIONAL TRAINING Name of the Tripartite Committee/Board: National Council for VocationalTraining (NCVT)   Date of constitution of the committee: 22 nd May 1956, Last reconstituted for aperiod of three years from October 2007 to October, 2010 .  ResolutionIn pursuance of the recommendation of the All India Council for TechnicalEducation, the Government of India in the Ministry of Labour ResolutionNo. RTA-428(5)/dated the 22nd May, 1951, appointed a committee calledthe National Trade Certification Investigation Committee with instructionsto prepare a scheme for the establishment of an All India Trades Boardwhich would award certificates of proficiency to craftsmen in the variousengineering and building trades. The report of this committee as also therecommendation of the Training and Employment Services OrganisationCommittee (known as the Shiva Rao Committee) have been considered bythe Government of India. The Government agreed with both the committeesthat there is need for setting up a central agency for co-ordinating thetraining programmes in the country bringing about uniformity of standardsand awarding certificates of proficiency in craftsmanship on an All Indiabasis. Such a step is the interest of both the industry and the workers in asmuch as it ensures that the holders of National Certificates possess aminimum recognised degree of skill. In addition, it facilitates mobility of tradesmen and their employment.The Government of India have also decided to transfer theadministration of the training organisation under the Directorate General of Resettlement and Employment to the control of the State Governmentconcerned, retaining for themselves the functions of co-ordinating craftsmentraining and laying down the training policy. This decision has furtheraccentuated the need for central agency for assisting or advising the CentralGovernment in the discharge of their responsibilities regarding CraftsmenTraining. It has accordingly been decided, in consultation with the Stategovernments and other concerned parties, to set up a National Council forVocational Training. Accordingly with a view to ensure and maintainuniformity in the standards of training all over the country, the NationalCouncil for Vocational Training, an advisory body, was set up by the  Government of India in the year 1956. The Council has been entrusted withthe responsibilities of prescribing standards and curricula for CraftsmenTraining, advising the Government of India on the overall policy andprogrammes, conducting All India Trade Tests and awarding National TradeCertificates. The National Council is chaired by the Minister of Labour, withmembers representing Central and State Government departments, employers’ and workers’ organisations, professional and learned bodies, All India Council for Technical Education, scheduled castes and scheduled tribes, All India Women’s Organisation, etc. The Stat e Council forVocational Training at the State level and the Trade Committees have beenestablished to assist the National Council.Method for discharging functions:    Meeting of NCVT is conducted once in a year to discuss variousissues on vocational training. Recommendations made during themeeting are accepted by Govt. of India for implementation.    Meeting of Sub-committee of NCVT dealing with affiliation isconducted three to four time in year to deal with affiliation and otherissues of Craftsmen Training.    Approval /comments from members of NCVT on syllabi & otherurgent issues are sought through circulation of documents beforeimplementation .
