G.O.Ms.No.265 Finance (PC.I) Department dated 26.10.2009 *** O R D E R: Government hereby order the revision of rates of Dearness Relief sanctioned in the G.O . 14th read above from 51.810% to 60.288% from01.07.2009 in respect of: -(i)   those who retired from service after 1.7.2003 drawing pay inthe Revised Pay Scales, 2005;(ii)   those who retired prior to 1.7.2003 and whose pension wasconsolidated in the light of orders issued in the G.O. secondread above; and(iii)   those who retired prior to 1.1.1996 drawing UGC Pay scalesand whose pension was ordered to be consolidated in thelight of orders issued in the G.O. third read above. 2 . Government further hereby order the revision of rates of Dearness Relief in respect of pensioners who retired after 1.1.1996 drawingUGC Pay Scales 1996 from 64% to 73% with effect from 01.07.2009 sincethe Dearness Relief was regulated upto 1.1.2007 by merging 50% DearnessRelief with basic pension through G.O (P) No.183 Finance (Pen.I) Departmentdated 2.8.2007 based on the orders issued in G.O(P) No.173 Finance (PC.I)Department dated 23.7.2007. 3. Government also hereby order the revision of rates of DearnessRelief from 64 % to 73 % with effect from 01.07.2009 in respect of  Judicial Officers who retired prior to 1.7.1996, drawing pension/ familypension under G.O.Ms.No.79, Law (LA&J SC.F) Department, dated17.7.2004 and the Judicial Officers who retired after 1.7.1996, drawing  2 Pension/ Family Pension under G.O.Ms.No.113, Law (LA&J SC.F)Department, dated 1.11.2004 as the Dearness Relief equivalent to 50%Basic Pension was already merged as Dearness Pay vide G.O.Ms.No.27 Law(LA&J SC-F) Department dated 13.3.2008 4. Government further also hereby order the revision of rates of Dearness Relief from 75.256% to 82.618% with effect from 01.07.2009 tothe Pensioners who are drawing their pension in Revised Pay Scales, 1999and not consolidated in terms of the orders issued in the reference 2 nd readabove. 5. These orders are applicable to: (1) (a) All Government Pensioners in receipt of Service Pensions,Family Pensions under Revised Pension Rules, 1951,Andhra Pradesh Liberalised Pension Rules, 1961 andAndhra Pradesh Government Servants (Family Pension)Rules, 1964.(b) Teaching and Non-Teaching pensioners of Municipalities,Panchayat Raj Institutions and Aided EducationalInstitutions, in receipt of pensions under the AndhraPradesh Liberalised Pension Rules, 1961 and AndhraPradesh Government Servants (Family Pension) Rules,1964.(c) Teaching and Non-Teaching staff in Aided EducationalInstitutions in receipt of pensions under the ContributoryProvident Fund-cum-Pension and Gratuity Rules, 1961and Andhra Pradesh Liberalised Pension Rules, 1961.(d) Those drawing family pensions under G.O.Ms.No.22,Finance & Planning (FW: Pen.I) Department, dated16.1.1971, G.O.Ms.No.104, Finance & Planning (FW:Pen.I) Department, dated 13.4.1973 and G.O.Ms.No.25,Finance & Planning (FW: Pen.I) Department, dated2.2.1974.(e) Pensioners in receipt of Compassionate Pension under therules for Compassionate Pensions and Gratuities in theHyderabad Civil Services Rules; and(f) Those in receipt of Pensions under the Wound andExtraordinary Pension Rules.(2) Jagir and Estate Pensioners and(3) Pensioners governed by Andhra Pradesh Revised Pension Rules,1980. 6. These orders are not applicable to the financial assistancegrantees and others who are not entitled to Dearness Relief.7 . Ready Reckoner showing the Dearness Relief payable to the StatePensioners in terms of these orders is annexed. 8. The amount of Dearness Relief shall be rounded off to the next rupee. 9 . The arrears of the Revised Dearness Relief to Pensioners from01.07.2009 to 31.10.2009 shall be paid along with the pension of November, 2009 payable in December 2009 .  3 10 . In the event of death of the pensioner after 01.07.2009 the arrears of Dearness Relief shall be paid to the legal heirs in lumpsum at a time dulyfollowing Treasury Procedure. 11 . All the Treasury Officers/ Pension Payment Officers shall work outand make payments of the Dearness Relief on Pension sanctioned in thisorder without waiting for further authorization/ instructions from theAccountant General (A&E), Andhra Pradesh, Hyderabad, in terms of theorders issued in the G.O.Ms.No.270, Finance & Planning (FW: PSC.I)Department, dated 7.10.1986. 12. The expenditure is allocable among the various States in accordance with provisions of Rule 24 of the incidence of pension rules in Appendix III-Bof the Andhra Pradesh Accounts Code, Volume-I. 13 . The categories of employees who are not covered for payment throughthe Treasuries, the expenditure shall be debited to the Pension Funds of Zilla Parishads and Pension funds of the respective Municipal Councils in sofar as the Non-Teaching, Non-Government Pensioners of the Municipalitiesare concerned and the relevant Head of Account of Government in so far asthe teachers are concerned. 14 . In respect of the Pensioners of the Universities the expenditure onaccount of the Dearness Relief sanctioned in paras 1and 2 above shall bemet from the Block Grants allotted to them. 15.  The   orders revising the rates of Dearness Relief in respect of thosedrawing A.P Revised Pay Scales, 1993 and whose pension has not beenconsolidated, drawing A.P. Revised UGC Pay Scales of 1986 and whosepension has not been consolidated including Judicial Officers drawingpension in 1993 pay scales will be issued separately. 16 .
